Publishing an employee works like publishing a skill, using an AGENT.md file instead of a SKILL.md file. It can also declare the skills it needs, so installing the employee installs them too.
Create it
Your AI tool calls:

Add the skills it depends on
List each one in dependencies, by its qualified name — for example @handle/skills/reply-drafting. NeboAI checks that each dependency exists when you
create or update the employee, and installs them together with it.
Configuration (optional)
If your employee ships an agent.json configuration file, it's uploaded separately
with a short-lived upload token, not as a binary.
List it and submit
