Where what you sold meets who is actually free to do it, counted per skill and reported before the week breaks.

A person is not available for forty hours. Take out internal meetings, admin, and the friction of switching between three clients, and the sellable number is closer to thirty. A firm that plans on forty is permanently overbooked and calls it a culture problem.

Overflow is reported, never absorbed. When a week will not hold the work, there are exactly three answers: the date moves, other work moves, or someone comes in at a cost. Saying "we're tight" produces no decision, and the overflow turns into a missed client date.

Capacity is counted per skill. A spare developer does not cover a short designer. Undifferentiated hours are how a plan reconciles on paper and fails on Wednesday.

Dates are answered from the calendar, not from feel. The only useful answer to "can we do this by the 20th" is derived from the capacity that actually exists between now and the 20th, with the work already booked in it. An unhedged no this week costs far less than a yes that fails next month.

Utilization is three numbers, never one. Hours worked, hours booked to clients, and hours that can actually be billed. The gaps are where a firm's margin goes, and overtime that produced nothing billable is a cost the firm paid twice.
