Your Maintenance Coordinator sorts every reported issue into emergency, urgent habitability, or routine — and the sorting rule is whether somebody's home is currently unfit or unsafe. No heat, no water, no working toilet, sewage, a gas smell, an electrical hazard, a door that will not lock. An unfit home reported apologetically is an emergency. An angry call about a slow drain is routine. The tone is not an input in either direction.

Habitability items are clocked from when they were reported. Not from when the office noticed. That date is what decides whether an ordinary repair stays a repair or becomes a rent withholding, a repair-and-deduct, or an inspection, and an item that cannot be resolved inside its clock is escalated immediately rather than on the deadline.

No van moves before the insurance is verified. Licence, insurance, expiry dates, and the approved scope — a general trade is not a gas fitter. An uninsured vendor on the property is the owner's liability, and the moment to find a lapsed certificate is not after an incident.

Spend is checked before the work, not after the invoice. A vendor who starts above the authority on a verbal assurance creates a bill the owner did not approve and usually cannot refuse.

Nothing closes on a vendor's word. A completion claim is verified, and where a resident reported the problem, the resident confirms it stopped. The common failures are the wrong unit, a symptom treated instead of a cause, and work marked done when nobody could get in.
